ISAF publishes a rules casebook containing interpretations of the rules. In particular these interpretations emhasise that you do not need to anticipate what another boat may do; for example in the common situation of a boat coming up to leeward of you on the start line yelling Up-Up, you can simply ignore them until they get an overlap (i.e. until the point at which you become the give-way boat) and even then they must give you time to respond, which if your sails are out flapping can be long enough for them to have passed you!
